Funny, I remember this being an issue during the contest too. The decision at the time was that issi does not repeat exclusively, as it's reusing the letter i froms its original occurrence.
So, ideally the solution will only count repeated substrings that are mutually exclusive. But if ya have a solution, mail it on!
